Brooke Valle

As the Chief Strategy and Innovation Officer at the San Diego Workforce Partnership, Brooke Valle uses research, evaluation and technology to drive outcome-focused approaches for workforce equity and income mobility in San Diego. At JFI, she serves as an Affiliate Researcher in Higher Education Finance.

Created under a joint powers agreement (City and County of San Diego), SDWP deploys public and private sector funds through the workforce system to make sure the possibility of achieving the American dream is alive for the most vulnerable populations in our region. Brooke leads the implementation of the organization’s strategy along with the incubation of new approaches such as Income Share Agreements and Pay for Performance Initiatives. Prior to her time at SDWP, Brooke served as a strategy and operations consultant to the federal government for more than a decade where she helped agencies implement innovative approaches to solving some of the toughest challenges in areas such as consular affairs, international law enforcement, narcotics and the intelligence community.

Most recently, Brooke served as the Associate Director for Deloitte’s Latin American operations where she led strategic initiatives including business process re-engineering, new market entry, and acquisitions across 15 countries. Brooke has a Master’s Degree from The George Washington University in International Relations and an undergraduate degree from Ashland University in Spanish and International Affairs. Brooke is also PMP certified and has taught numerous PMP exam preparation courses to help others achieve the certification. Brooke is passionate about servant leadership; she has a particular heart for immigrants having worked in some of the toughest countries around the globe. In her spare time, Brooke is active with her church, volunteers as a mentor to other young women and enjoys helping small non-profits build the necessary people, processes and technology to achieve scale. Brooke was a 2018 San Diego Business Journal, Business Women of the Year finalist and is currently a member of LEAD San Diego.
